CHENGDU, China (AP) ? The fallen ex-police chief who exposed a murder by a Chinese politician's wife was sentenced to 15 years in prison Monday in a decision that sets the stage for China's leadership to close a seamy political scandal and move ahead with a generational handover of power.

Amid heavy security, the Intermediate People's Court in the central city of Chengdu sentenced Wang after convicting him of defecting, abuse of power and other crimes to which he confessed at his trial last week. Wang told the court he will not appeal, said his lawyer.

The sentence is lighter than the 20-year prison term suggested in sentencing guidelines and reflects what prosecutors called his "major meritorious service" for cooperating in uncovering the central element in the scandal ? the murder of a British businessman by the wife of Wang's former boss, once political high-flier Bo Xilai.

"The sentence is considered normal within Chinese law's assessment for the scope of punishment," said Wang's lawyer, Wang Yuncai.

The scandal has been the messiest, most public one Communist Party leaders have had to confront in decades, triggering bruising internal jostling as the leadership prepares to transfer power to a younger generation. In the scandal's wake, Bo was removed from the leadership, his wife confessed to the murder and relations among the leaders were strained. As a result, arrangements for a party congress to install the new leadership this fall were complicated.

After Wang's sentencing, the leadership is expected to announce long overdue dates for the congress and dispose of the scandal's stickiest issue ? whether merely to expel Bo from the party or hand him over for criminal prosecution. Pronouncing judgment on Bo will allow the new leaders to take charge without the scandal's overhang.

Wang's trial and conviction mark the spectacular downfall of a publicity-grabbing police official who rose to nationwide fame by leading a high-profile but law-bending crusade against organized crime in the inland city of Chongqing until he was cast out by Bo, the city's party chief. According to an official account of his trial, Wang had grown close to Bo's wife, Gu Kailai, and after she confessed to murdering Briton Neil Heywood, Wang covered it up until his estrangement from her, and later Bo, drove him to flee to the U.S. Consulate in Chengdu, fearing for his life.

"When mafia members break up with their bosses, they can attempt to seek police protection. But in Chongqing and for the former police boss, there was nowhere to turn," prominent editor Hu Shuli wrote in a commentary posted on the website of her magazine, Caixin. "And this perhaps encapsulates one of the greatest embarrassments of the country's current legal system."

The official account of Wang's trial, carried by Xinhua, portrays Wang as unbound by the law. It says he ordered surveillance of people without authorization and took bribes from businessmen connected to Bo in exchange for releasing suspects from police detention.

While he first told Gu he would hide evidence and cover up her crime last November, the account said he secretly recorded her confession to poisoning Heywood, a business associate whom she said had threatened her son's safety in a dispute over money.

After his falling out with Gu and Bo, Wang ordered subordinates to gather up the evidence and in February fled to the U.S. Consulate, where he applied for political asylum, though he later surrendered to Chinese authorities. Gu was convicted of the murder last month and given a suspended death sentence.

Xinhua has portrayed Wang as being contrite. "I acknowledge and confess the guilt accused by the prosecuting body and show my repentance," Wang was quoted as saying in court last week. "For the Party organizations, people and relatives that have cared for me, I want to say here, sincerely: I'm very, very sorry, I've let you down."

As for Bo, who was dismissed as party boss of Chongqing in March and stripped of his position among the Communist Party elite, last week was the first time the authorities implicated him in a crime. Though the account does not name him, it says Wang told the city's top party official about Gu's role in Heywood's murder, only to be slapped for it. The implicit reference suggests authorities are preparing to prosecute him on criminal charges, removing for good a politician whose populist style grated on his fellow leaders.

Ding Xueliang, a China expert at Hong Kong's University of Science and Technology, said those in the party leadership who wanted Bo out might push to reward Wang for exposing the corrupt and lawless inner workings of Bo's administration.

"Despite the many terrible things that Wang Lijun did before, he, in my view, contributed enormously to the legitimacy of the Communist government," Ding said. "This kind of local emperor style of Bo Xilai, it is a cancer of the system, and Wang Lijun helped the top leadership to deal with the fundamental disease before it's too late."

Israeli troops in deadly firefight with militants

Israeli troops on Friday shot dead three militants in an exchange of fire near the border with Egypt, an Israeli army spokeswoman said.?

An Israeli soldier was also killed, Israeli media reported, but the Israeli military declined immediate comment on that report.

"Three armed terrorists crossed the border into Israel and opened fire at troops securing workers who are building the border fence in the area ... They (attackers) were wearing flak jackets and were well-armed and carried explosive belts," spokeswoman Lieutenant-Colonel Avital Leibovich said.

She said she did not have information on the identity or affiliation of the gunmen, but added that soldiers had "managed to thwart a major incident."

In June, militants crossed into Israel from Egypt's Sinai desert and fired on Israelis building a barrier on the border, killing a worker, before soldiers killed two of the attackers.

Israel is putting up the border fence to curb an influx of African migrants and improve security, hoping to complete it by the end of the year. It will run along most of the 165-mile frontier from Eilat, on the Red Sea, to the Gaza Strip.?

UK regulator finds BSkyB 'fit and proper'

LONDON (AP) ? British Sky Broadcasting is a "fit and proper" company to hold an operating license, U.K. regulators said Thursday in response to the phone hacking scandal that engulfed the parent company. But it criticized the former CEO and chairman, James Murdoch, for poor management.

The company's license was called into question because of the scandal at a newspaper owned by News Corp., which effectively controls BSkyB through a 39 percent shareholding.

If the company had not be found "fit and proper" it could have been stripped of the license that yielded a net profit of $1.4 billion in the year ending June 30.

The Office of Communications, known as Ofcom, concluded that James Murdoch was not complicit in a cover up at the tabloid News of the World, but his failure to initiate appropriate action on a number of occasions was "difficult to comprehend and ill-judged."

The report also found no evidence that Rupert Murdoch, James' father and CEO of News Corp., "acted in a way that was inappropriate in relation to phone hacking, concealment or corruption by employees" of his British newspapers.

Though Ofcom said it might review the situation if there are further revelations, the decision removed any immediate threat of BSkyB losing its license. The company's shares were up 0.9 percent at 733.5 pence in late morning trading in London.

"After a lengthy review process, we are pleased that Ofcom has now reached its conclusion and we look forward to continuing to develop our business for the benefit of customers and shareholders alike," BSkyB said in a statement.

News Corp. also welcomed the regulator's decision but contended that some statements about James Murdoch were "not substantiated by evidence."

James Murdoch became executive chairman of News Group Newspapers ? publisher of The Sun and the now-defunct News of the World ? and its parent company News International ? which also owns The Times newspapers ? in January 2008 and held the position until February this year. Both companies are ultimately owned by News Corp.

The phone hacking scandal, along with other allegations, has spawned investigations by a Parliamentary committee, a formal inquiry led by a judge, criminal charges against some journalists ? including Rebekah Brooks, former chief executive of News International ? and civil suits which forced the company to pay large settlements.

Public outrage following reports that the phone of a young murder victim had been hacked also led to News Corp. deciding two years ago to drop its bid to take full control of BSkyB.

Ofcom noted contradictory evidence by James Murdoch and two former senior employees about when Murdoch became aware that phone hacking at the News of the World went far beyond the company's long-standing claim that it involved a single rogue reporter and a private detective.

However, it said there was no evidence that he knew of "widespread wrongdoing or criminality" at News of the World.

The regulator limited itself to criticizing James Murdoch's actions as company director.

"We consider James Murdoch's conduct, including his failure to initiate action on his own account on a number of occasions, to be both difficult to comprehend and ill-judged."

Since February, James Murdoch has been a non-executive director of the company, and one of only four people on the 12-member board with connections to News Corp.

In May, the House of Commons' Culture, Media and Sport Committee concluded that Rupert Murdoch was "not a fit person to exercise the stewardship of a major international company." That conclusion, on a partisan split of 6-4, had no practical effect, however.

In its statement, News Corp. said it was pleased that Ofcom found that evidence related to misdeeds at the newspapers "does not provide any basis to conclude that News Corp. and Rupert Murdoch acted in a way that was inappropriate, and that there is similarly no evidence that James Murdoch deliberately engaged in any wrongdoing."

"We disagree, however, with certain of the report's statements about James Murdoch's prior actions as an executive and Director, which are not at all substantiated by evidence," News Corp. said.

Market mood sours after downbeat economic news

LONDON (AP) ? The mood in financial markets turned sour Thursday after a round of disappointing economic news prompted investors to check their recent enthusiasm.

Figures from Europe, Japan and China reminded investors that the world's economy is struggling, though a positive bond auction from Spain helped limit the retreat in markets.

Among the sobering news for investors was a survey in Europe pointing to a deepening recession, figures from Japan that showed the country's powerhouse export sector was continuing to suffer and a private survey of manufacturers in China that showed activity fell again in September, though at a slightly slower pace than August.

"These data suggest global growth is yet to turn the corner, mitigating some of the positive market impact from the recent policy actions by the European Central Bank, Federal Reserve and Bank of Japan," said Vassili Serebriakov, an analyst at Wells Fargo Bank.

In the wake of the figures, stocks fell and the euro dropped below $1.30 for the first time in a week.

In Europe, the FTSE 100 index of leading British shares closed down 0.57 percent at 5,854 while Germany's DAX fell slightly on the day, 0.02 percent, to 7,389. The CAC-40 in France was 0.6 percent lower at 3,509.

In the U.S., the Dow Jones industrial average was up slightly in midmorning trading, 0.02 percent, at 13,500 while the broader S&P 500 index fell 0.4 percent to 1,455.

Over recent weeks, stocks had spiked higher and the euro had jumped above $1.30 for the first time since the spring ? signs of increased optimism.

Markets were driven by a series of apparent breakthroughs in European leaders' efforts to solve the debt crisis and another monetary stimulus from the U.S. Federal Reserve.

But this week, markets have largely treaded water despite further monetary easing from the Bank of Japan and continued easing in Europe's debt crisis, evidenced by a stabilization in the borrowing rates of euro countries like Italy and Spain.

"There have been clear signs this week that the shine has come off the summer's boost in optimism," said Jane Foley, an analyst at Rabobank International. "That said, these corrections remain modest in light of the moves registered since July."

Alongside stocks, the euro was also giving up some of its recent gains, trading 0.79 percent lower at $1.2944. It received little support from the news that Spain raised ?4.8 billion ($6.2 billion) in a debt auction Thursday that saw strong demand and a drop in a benchmark interest rate.

Earlier, the losses in Asia were more acute than in Europe, largely because they enjoyed a stronger advance Wednesday in the immediate aftermath of the Bank of Japan's easing.

Japan's Nikkei 225 index dropped 1.6 percent to close at 9,086.98 while South Korea's Kospi shed 0.9 percent to 1,990.33. Hong Kong's Hang Seng lost 1.2 percent to 20,590.92.

In mainland China, the Shanghai Composite Index tumbled 2.1 percent to 2,024.84, the lowest closing in more than three years. The Shenzhen Composite Index lost almost 3 percent to 840.21.

Oil prices fluctuated in the wake of the economic figures, with the benchmark New York rate 20 cents lower at $92.50 a barrel.

EU set to approve Universal Music, EMI deal within days

WASHINGTON (Reuters) - Universal Music Group will win EU approval for its $1.9 billion purchase of EMI labels as early as this week, after agreeing to some asset sales, according to two sources familiar with the matter.

The U.S. Federal Trade Commission, which is also assessing the deal, will make its decision on the transaction as early as next week, said one source close to the deal. It was not known what the FTC would decide.

Competition regulators in Canada, Japan and New Zealand have cleared the takeover.

The combined group would include a vast library of current top-selling and legendary names including Jay-Z, Kanye West, Katy Perry and Pink Floyd.

Critics have said the deal raises substantial concerns because it would reduce the number of major music companies to three from four, and would give Universal life-or-death power over digital entrants that rely upon being able to license music.

One source close to the deal said that the concessions accepted by Europe would be "along the lines" of what Universal had offered.

Universal has told the European Commission that it was willing to sell the bulk of Parlophone, one of EMI's most prized assets with star acts such as Coldplay and Queen. The Beatles will not be included in that sale.

It has also offered to sell the Mute, Ensign and Chrysalis labels, except for Robbie Williams. Also put up for sale will be EMI Classics, Virgin Classics and EMI units in France, Belgium, the Czech Republic, Poland, Portugal, Sweden and Norway as well as Universal brands Sanctuary, Co-Op and Universal's Greek unit.

Universal will retain stars Katy Perry, Keith Urban, Norah Jones, Lady Antebellum, the Beach Boys, Bob Seger, Emeli Sand? and Phil Collins.

Universal, owned by French group Vivendi SA, has started to arrange an auction of the properties, which could take place next month.

EMI's seller, Citigroup Inc, had acquired EMI from buyout group Terra Firma - which had defaulted on loans owed to the investment bank - and the proposed deal will cement Universal's No.1 position in the European music industry.

That offer, which referred only to European rights, was made after the European Commission warned Universal its proposed deal would impede competition and that the combined group would need to cut its market share to below 40 percent.

The European Commission had set a September 27 deadline for its decision.

Universal declined comment on the potential antitrust approval. The FTC also declined comment. A spokesman for the European Commission could immediately be reached.

Separately, the EU executive allowed a Sony -led group to buy EMI's music publishing business in April.

Sources have told Reuters that interested buyers of divested EMI assets include BMG, the music publishing joint venture, and Sony music.

People in many cities suffer from inadequate transportation, sub-standard buildings, lack of sanitation, and poor public safety, highlighting the need for sustainable and livable urban planning. Information and communication technology (ICT) can be a useful tool in helping cities improve their safety, cleanliness, and sustainability, according to Diana Lind, contributing author to Worldwatch Institute's State of the World 2012: Moving Toward Sustainable Prosperity.

ICT not only contributes to sustainable urban initiatives, but also encourages more environmentally conscious consumer choices. In Singapore , for example, commuters can use mobile phones to avoid hours in traffic by accessing data mapping tools that display traffic and provide alternate travel routes. Commuters can also plan trips on public transportation and be notified of delays or changes in service.

"As cities try to become more sustainable, some municipal governments are finding out just how useful ICT can be," said Michael Renner, Worldwatch Senior Researcher and State of the World 2012 project co-director. "Cities can be run more intelligently with the help of digital infrastructure, such as motion-sensor street lamps and energy chips in transit passes that allow people to enter a subway or bus with the simple swipe of a card."

In many cases, cities are partnering directly with businesses to boost urban sustainability. The Dutch city of Rotterdam , for example, is working with General Electric (GE) in an effort to reach the city's goal of reducing carbon dioxide emissions by 50 percent compared with 1990 levels. GE will use data visualizations, smart meters, and other technologies to optimize energy efficiency and improve water management. The use of these ICTs will greatly reduce greenhouse gas emissions in Rotterdam , which emits as much carbon dioxide as New York City , while being only a tenth of its size.

"ICT can be an excellent tool, but it is not the silver bullet solution to greening cities," said Lind, Executive Director and Editor in Chief of Next American City, a nonprofit that promotes socially and environmentally sustainable economic growth in cities in the United States . "To be effective, ICT must be used not only in mapping problems encountered across cities, but also to find sustainable solutions to those problems."

In Lind's State of the World 2012 chapter, "Information and Communications Technologies Creating Livable, Equitable, and Sustainable Cities ," she highlights three ways that communities can effectively use ICT to promote sustainability:

Open access to data. Improving data access is critical to creating sustainable cities. By sharing information, it is possible to make connections among seemingly disparate variables. The Spatial Information Design Lab at Columbia University in New York used data to establish the connection between crime and poor housing, education, and health care. By analyzing data from the criminal justice system, researchers found that a disproportionate number of felons were from specific neighborhoods in large U.S. cities. Similar research may help officials target policies around education and poverty reduction in these areas, which could help in preventing crime.

Community mapping. Mapping all neighborhoods and regions of a city is vital to ensuring effective and sustainable urban planning. Kibera, the largest slum in Kenya 's capital, Nairobi , is home to approximately 1 million people. Yet Kibera has been excluded from city maps, discounting its thousands of residents. Recently, an independent team of researchers partnered with Kibera youth to create an interactive map of the slums. In 2009, the team succeeded in placing Kibera on official Nairobi maps, which resulted in a new project, Voice of Kibera, which helps citizens report the location of robberies or fires, and hold discussions by text message.

Community watch. ICTs can enhance community involvement and help authorities respond to local concerns. The Public Laboratory for Open Technology and Science, a grassroots-mapping community based in Cambridge , Massachusetts , uses low-tech materials, including helium balloons and digital cameras, to take aerial photos of areas that may endanger public health or be of environmental concern. These tools helped identify contaminated areas in the Gulf of Mexico after a major oil spill and an illegal dumping site in Brooklyn , New York . In addition, FixMyStreet in the United Kingdom or SeeClickFix in the United States are websites where people can report concerns, such as a burned out street light. Each problem is logged on the site, making it easier for local governments to respond to issues of importance to the community.

Using ICT helps cities achieve sustainability efficiently while connecting with local communities, to ensure that diverse perspectives are included in the city's plans.

Former EPA Administrator Russell Train dies

WASHINGTON (AP) ? Former Environmental Protection Agency Administrator Russell Train, a leading American conservationist who helped craft some of the nation's enduring environmental laws, died Monday at age 92.

EPA Administrator Lisa Jackson said late Monday that as a leader with the federal agency at the time it was just starting under the Nixon administration, Train helped set the path for the ongoing work of the agency.

"His years with the agency saw landmark environmental achievements whose impacts are still felt," Jackson said in a statement, citing laws such as the Toxic Substance Control Act and the Safe Drinking Water Act, which helps protect the nation's water.

Train came to symbolize the bipartisan nature of the environmental movement more than 40 years ago when many conservatives were enthusiastic advocates of environmentalism.

Train was appointed by President Dwight Eisenhower to the bench of the Tax Court in 1957. The Washington Post said that around that time he and his wife took two safari expeditions to East Africa and the experiences had an impact on him that lasted throughout his life.

In 1965, he left the Tax Court to take over the presidency of the Conservation Foundation, a research and education organization.

Newly elected President Richard Nixon named him undersecretary of the Interior Department and in 1970 he became the first chairman of the Council on Environmental Quality, an advisory group to the president. The EPA was started in 1970 and William Ruckelshaus was its first administrator. When Ruckelshaus left to take over the FBI during the Watergate scandal, Train was chosen to lead the EPA.

"I would say the natural world has lost one its greatest friends," Ruckelshaus said Tuesday from Seattle. "Russell Train was a pioneer in the modern environmental movement and deserves the thanks of every American, indeed every citizen of the world for his life's work."

Train stayed in the post through the Gerald Ford presidency and had a hand in other landmark environmental laws like the Endangered Species Act and the Clean Air Act.

The chairwoman of the Council on Environmental Quality, Nancy Sutley, said Train played a pivotal role in the government's efforts to protect the environment.

"He was a serious and widely respected voice on environmental issues at a time when Americans first became broadly aware of the dangers posed by pollution to our air, waters and soils," Sutley said. "On his watch, the United States stood up many of our landmark safeguards for public health and the environment."

Train also served as the first president of the World Wildlife Fund's American chapter, leading that group from 1978 to 1985.

The Post said Train died Monday at his farm in the town of Bozman on Maryland's Eastern Shore. There was no cause of death reported.

Romney: Nearly half 'believe they are victims'

(AP) ? Already scrambling to steady a struggling campaign, Republican Mitt Romney confronted a new headache Monday after a video surfaced showing him telling wealthy donors that almost half of all Americans "believe they are victims" entitled to extensive government support and adding that as a candidate for the White House, "my job is not to worry about those people."

President Barack Obama's campaign quickly seized on the video, obtained by the magazine Mother Jones and made public on a day that Romney's campaign conceded it needed a change in campaign strategy to gain momentum in the presidential race.

"There are 47 percent of the people who will vote for the president no matter what," Romney is shown saying in a video published by the magazine. "There are 47 percent who are with him, who are dependent upon government, who believe that they are victims, who believe the government has a responsibility to care for them, who believe that they are entitled to health care, to food, to housing, to you name it."

Romney said his role "is not to worry about those people. I'll never convince them they should take personal responsibility and care for their lives."

Romney's campaign did not dispute the authenticity of the video, instead releasing a statement seeking to clarify his remarks. "Mitt Romney wants to help all Americans struggling in the Obama economy," spokeswoman Gail Gitcho said. "He is concerned about the growing number of people who are dependent on the federal government."

About 46 percent of Americans owed no federal income tax in 2011, although many of them paid other forms of taxes. More than 16 million elderly Americans avoid federal income taxes solely because of tax breaks that apply only to seniors, according to the nonpartisan Tax Policy Center.

Obama's campaign immediately criticized Romney, calling the statement "shocking."

"It's hard to serve as president for all Americans when you've disdainfully written off half the nation," Obama campaign manager Jim Messina said in a statement.

The remarks came at a closed-door fundraiser that Mother Jones reported occurred after Romney had clinched the GOP nomination. To protect the identity of the person who provided the remarks, Mother Jones blurred out the video and did not provide the date or location of the fundraiser. Romney formally clinched the nomination May 29 and formally accepted it last month at the Republican convention in Tampa.

Many of the Americans who owe no income tax are reprieved because basic exemptions ? such as the "standard deduction" ? took their taxable income below the cutoff levels. The other half rely mainly on a variety of tax breaks, such as the credit that helps offset child care costs.

These Americans range from the very poor to solidly middle-class families with jobs, homes, cars and vacations. The Tax Policy Center says "relatively few nontaxable households" have incomes exceeding $100,000; families that make between $50,000 and $100,000 often owe no income tax because of breaks for their kids and for education.

Americans who pay no federal income tax still often pay an array of other taxes. They include payroll taxes for Social Security and Medicare, sales taxes, property taxes and state and local taxes.

Obama faced a similar moment in the 2008 campaign, when he told donors that many Americans who are angry about their struggles "cling to their guns or religion."

Romney's running mate, Wisconsin Rep. Paul Ryan, made reference to that remark Monday at a campaign event in Des Moines, Iowa.

"I remember that one time when he was talking to a bunch of donors in San Francisco and he said people like us, people from the Midwest like to cling to their guns and religion," Ryan said.

He went on: "And I've got to tell you this Catholic deer hunter is guilty as charged and proud to say so. That's just weird. Who says things like that? That's just strange."
