The Air Force Office of Scientific Research will soon host its annual Spring Review from 5 through 9 March, 2012. This program review, to be held at 950 Glebe Road, Suite 210, in Arlington, Virginia, will be the 55th formally designated annual assessment of AFOSR's research portfolio.

Since its establishment in 1951, AFOSR has been responsible for investing in extramural basic research programs at leading universities and in-house (intramural) Air Force laboratories. During the first five years of AFOSR's existence, the annual budget was relatively lean (as was the staffbetween 20 to 27 personnel).

It was then that history intervened when the Soviet Union launched Sputnik, the first earth satellite, in October 1957. Almost overnight, AFOSR's budget almost doubled, and with it, a gradual commensurate boost in personnel. Sputnik was a major wake-up call regarding the overwhelming importance of science and technology to the future security, as well as economic vitality, of the United States. It was a hard lesson.

For several decades thereafter, AFOSR held not only a Spring Review, but a Fall Review as well. By 1975 AFOSR was responsible for all Air Force basic research funding, and the bi-annual reviews continued to provide a formal review of the status and areas of emphasis in the overall basic research portfolio.

Although AFOSR reverted to an annual review in the 1990's, this management tool continues to provide an excellent opportunity for both an introspective self-examination of a wide-ranging research portfolio as well as welcoming the views of customers and stakeholders in the continuous pursuit of cutting edge research that forges the foundation of our future Air Force.

Military Veterans Promotions network launches in Edmonds Wednesday

It?s happening at noon Wednesday: Edmonds is challenging all cities in the nation to follow the lead of local businesses in honoring our veterans and service members with a year-long discount.

Called the Military Veterans Promotions network ? or MVP ? it will launch during a special ceremony on Leap Day, Feb. 29, at noon in front of City Hall, 121 5th Ave. N. The effort is coordinated by Edmonds-based Operation Military Family, the Edmonds Chamber of Commerce, Downtown Edmonds Merchants Association and City of Edmonds Mayor Dave Earling. Participating merchants can register online at http://vapp2.com/signup?merchant=true. There, merchants will find a printable flier to be placed in their store windows to indicate their business offers special military discounts as a member of the MVP network. Each merchant determines their own discount or promotion to be offered to their veteran customers.

?As an organization dedicated to better supporting our military families, we are proud to be part of a city that?s so dedicated to its veterans,? says Operation Military Family founder (and My Edmonds News columnist) Michael Schindler. ?And we?re grateful to the Edmonds merchants who are helping our military families stretch their dollars a little further at a time when unemployment rates among Veterans are often more than double those of the civilian community.?

By registering for the MVP network online, merchants allow service members to see participating MVP members before they travel to Edmonds, and the MVP sign in store windows offers an easy way for window shoppers to recognize participating merchants.

?We want our veterans to know Edmonds is here for you ? every day of the year,? says Executive Director of the Edmonds Chamber of Commerce Jan Vance. ?We hope our MVP network will demonstrate our gratitude for their service and our desire to support our military families as best we can.?

Gay Sex Legal, Says India Government

NEW DELHI (AP) ? The Indian government Tuesday clarified to the Supreme Court that it accepts a recent ruling legalizing gay sex in the country.

A lawyer told the Supreme Court that the government would not challenge a 2009 order by the Delhi High Court striking down a colonial-era law that made gay sex a crime.

The order was appealed by conservative groups and the Supreme Court is now hearing opinions from those groups as well as gay rights activists.

The latest statement comes days after another government lawyer told the court that gay sex was "highly immoral" and should be banned. The government quickly denied that lawyer's statement, prompting confusion about its stance on the law.

On Tuesday, a Supreme Court justice asked the government's lawyers to file an affidavit to reconcile the two divergent positions heard in court. Neither lawyer explained Thursday's confusion.

The 2009 high court order had said that treating consensual gay sex between adults as a crime was a violation of fundamental rights protected by India's constitution.

Sex between people of the same gender had been illegal in India since the 1860s, when a British colonial law classified it as "against the order of nature."

Prosecutions were rare, but the law was used frequently to harass people.

Over the last decade, homosexuals have slowly gained a degree of acceptance in some parts of India, especially its big cities. The last two years have also seen large gay pride parades in New Delhi and other big cities, including Mumbai and Kolkata.

Still, being gay remains deeply taboo in most of the country, and many gays and lesbians hide their sexual orientation from friends and relatives.

Feb. 25 (Bloomberg) ? Harrisburg, Pennsylvania?s city council asked a federal appeals court for permission to challenge the dismissal of its bankruptcy case.

Attorney Mark Schwartz asked the U.S. Court of Appeals in Philadelphia to overturn a lower-court ruling that blocked the city, the state?s capital, from appealing the bankruptcy dismissal. Two lower-court judges denied the council the chance to appeal, saying Schwartz missed a deadline.

U.S. Bankruptcy Judge Mary D. France in Harrisburg dismissed the bankruptcy on Nov. 23 and later refused to let Schwartz challenge her ruling, saying that he waited too long. Her decision was upheld by U.S. District Judge Sylvia H. Rambo, who called the effort to appeal ?potentially frivolous.?

Next week, the receiver appointed by the state to help fix Harrisburg?s financial problems will be in a Pennsylvania court seeking approval of a preliminary recovery plan. David Unkovic, chief lawyer for the Pennsylvania economic development department, filed the plan this month as part of a process set up by the state legislature.

In an e-mail, Schwartz said he also filed papers seeking to participate in the state court hearing.

Harrisburg, a city of 49,500, faces debt greater than its general fund, in part because of an overhaul and expansion of an incinerator that doesn?t generate enough revenue. Guaranteed debt is about $242 million, with $65 million overdue, according to the bankruptcy petition.

The council?s case is City of Harrisburg v. AFSCME District Council 90, 12-cv-00130, U.S. District Court, Middle District of Pennsylvania (Harrisburg). The bankruptcy case is In re City of Harrisburg, Pennsylvania, 1:11-bk-06938, U.S. Bankruptcy Court, Middle District of Pennsylvania (Harrisburg).

The promoters of the runway show said it was meant to honor African-American women during Black History Month.

St. Louis residents expressed outrage this week over a "Battle of the Complexions" contest scheduled for Friday night, but the event's promoters said they organized it to honor African-American women and regretted any "misunderstanding."

The event was set for 9 p.m. local time (10 p.m. ET) at a nightclub in St. Louis. Promotional materials, including the poster pictured at right, promised a contest to see which African-American women are most attractive ? those with light skin, those with brown skin or those with dark skin.

"This is the most debatable topic of the year, whats the sexiest skin complexion?? So ladies come out & lets settle this!!" the promoters ? Mack TV, a video and music promotional company, and a local "men's entertainment" promoter calling himself Nelly Da'Celeb ? said on a Facebook page for the event, which msnbc.com is not linking to because of extreme language.

Adolphus Pruitt, president of the St. Louis chapter of the NAACP, said the event "raises the ... hair on the back of people's necks like me and some other folks."

"Folks who buy into it, support it, feed into it, they're just assuring that using race ? using the skin complexion of women, devaluating women and things of this nature ? is going to continue to happen, because as long as people spend money to take advantage of it, somebody's going to use it as a promotional tool," Pruitt told NBC station KSDK.

After the contest was highlighted this week by Kevin C. Johnson, a music writer for the St. Louis Post-Dispatch, negative reaction was swift and loud.

Camille Houston, an African-American woman from St. Louis, told KSDK that she found the promotion offensive because it perpetuates historical divisions in the African-American community centered on skin tone.

"Some guys will say, 'I don't like talking to dark-skinned girls,' or, you know, some girls will say. 'I don't like talking to dark-skinned guys,'" Houston said.

The comments section on Johnson's post was filled with remarks reflecting equal parts outrage and sadness, interspersed with some support from commenters whose pictures indicated they were African-American, along with some outright racist sentiments.

"Not only does this kind of nonsense continue to promote a negative collective self image, (which society does fine all by itself). These clowns now promote it. Wow!!!" one said.

"The women, the men, and the promoters of this event are only doing much more to create a larger divide by skin color in an already too divided country," said another, who added: "All involved are losers in my book."

In a post Thursday on Nelly Da'Celeb's personal Facebook page, Mack TV and Nelly Da'Celeb said they understood why some people were upset but that the event would go on:

what an exhausting weekend after a busy week!? I drove Jamie and I to
see our Lyme doctor in New Jersey (about 90 minutes away) on Friday.?

well and had a great time!), and we had a few friends over last night
for a little Mardi Gras celebration.? We usually have a bigger party (we
used to live in New Orleans), but with Jamie and I so sick lately, we
decided to stick to a smaller, simpler gathering - just a few close
friends who also used to live in New Orleans - you know, the kind of
friends you don't have to clean the house for!

Despite the busy week, we all enjoyed our books:

• This weekend, I finished Breathless by Dean Koontz - my husband was right - I loved it!? It is mystical and surprising and thought-provoking...not your typical Koontz novel.
• As soon as I finished, I immediately picked up a middle-grade novel I've been wanting to read, The Whisper by Emma Clayton, sequel to The Roar which my son and I both loved.
• I finished listening to The Power of Six by Pittacus Lore, the teen sequel to I Am Number Four.? I wasn't thrilled with the audio, but it's a good story.
• I started a new audio, Falling Together by Marisa De los Santos. I enjoyed reading her earlier novel, Love Walked In, and am enjoying this one so far, too.
• My husband, Ken, is still reading an e-book, Big Lake by Nick Russell, on his Kindle Fire, though I think he is spending much more time playing Solitaire and surfing the web than reading!
• Ken is also still in the middle of Another Thing to Fall by Laura Lippman, a hardcover novel.
• Jamie, 17, is still reading Timeline by Michael Crichton, one of my favorites of Crichton's many exciting novels.? He's enjoying it very much.
• Jamie also finished his World Lit assignment, To Live by Yu Hua, a Chinese novel.? He said it wasn't too bad, for school reading, though it was sad.
• Craig, 14, started Found, Book 1 of The Missing by Margaret Haddix Peterson, and realized his 5th grade teacher read it aloud to the class (which means he's already taken the AR test), so he had to switch to another book.? He was in the mood for a some comfort reading, a classic Hardy Boys book, so I brought a stack back from the library for him to choose from.? He settled on The Secret of Pirates Hill.
