Packers wide receiver Donald Driver has announced his retirement, ending a 14-year career as Green Bay's all-time leader in yards receiving and catches. Only quarterback Brett Favre has played more games in a Packers uniform.

In a team statement, Driver says: "I played my entire career in Green Bay and have always enjoyed a special bond with the fans. ... I can think of no better way to retire than to celebrate with them and the Packers organization."

The Baltimore Ravens center is 36, and he and his wife have six kids. When Birk contemplated retiring after last season, his family was supportive, knowing they'd have him around a lot more.

Then they saw what that would be like.

"In the offseason, I'll be home for a month or two and they'll be like, 'Isn't it time for you to go back to work?'" Birk said. "I like to try to get involved, and they have a rhythm at home. When we have the re-entry period in the offseason, where I'm home a lot more, there's always a few bumps."

NEW YORK (Reuters) - Research In Motion Ltd on Wednesday kicked off a string of global launch parties for a long-delayed line of smartphones it says will put it on the comeback trail in a market it once dominated.

The new BlackBerry 10 phones will compete with Apple's iPhone and devices using Google's Android technology, both of which have soared above the BlackBerry in a competitive market.

They boast fast browsers, new features, smart cameras and, unlike previous BlackBerry models, enter the market primed with a large app library.

Israel hits target in Syria border area: sources

LONDON, Jan. 30, 2013 (Reuters) ? Israeli forces attacked a convoy on the Syrian-Lebanese border overnight, a Western diplomat and regional security sources said on Wednesday, as concern has grown in the Jewish state over the fate of Syrian chemical and advanced conventional weapons.

The sources, four in total, all of whom declined to be named because of the sensitivity of the issue, had no further information about what the vehicles may have been carrying, what forces were used or where precisely the attack happened.

In the run-up to the raid, Israeli officials have been warning very publicly of a threat of high-tech anti-aircraft and anti-tank missiles reaching Israel's enemies in the Lebanese militant group Hezbollah from Syria. They have also echoed U.S. concerns about Syria's presumed chemical weapons arsenal.

The Lebanese army reported a heavy presence of Israeli jets over its territory throughout the night.

"There was definitely a hit in the border area," one security source said. A Western diplomat in the region who asked about the strike said "something has happened", without elaborating.

An activist in Syria who works with a network of opposition groups around the country said that she had heard of a strike in southern Syria from her colleagues but could not confirm it. A strike just inside Lebanon would appear a less diplomatically explosive option for Israel to avoid provoking Syrian ally Iran.

Israeli Vice Premier Silvan Shalom said on Sunday that any sign that Syria's grip on its chemical weapons was slipping, as President Bashar al-Assad fights rebels trying to overthrow him, could trigger Israeli intervention.

Israeli sources said on Tuesday that Syria's advanced conventional weapons would represent as much of a threat to Israel as its chemical arms should they fall into the hands of Islamist rebels or Hezbollah guerrillas based in Lebanon.

Interviewed on Wednesday, Shalom would not be drawn on whether Israel was operating on its northern front, instead describing the country as part of an international coalition seeking to stop spillover from Syria's two-year-old insurgency.

"The entire world has said more than once that it takes developments in Syria very seriously, developments which can be in negative directions," he told Israel Radio, recalling that President Barack Obama has warned Syrian President Bashar al-Assad of U.S. action if his forces use chemical weapons.

"The world, led by President Obama who has said this more than once, is taking all possibilities into account," Shalom added. "And of course any development which is a development in a negative direction would be something that needs stopping and prevention."

BORDER STRIKE

Whether the strike took place within Syrian territory, or over the border in Lebanon, could affect any escalation from the incident. Iran, Israel's arch-foe and one of Damascus's few allies, said on Saturday it would consider any attack on Syria as an attack on itself. During and since Israel's 2006 war with Hezbollah, there have been unconfirmed reports of Israeli strikes on convoys just after they entered Lebanon from Syria.

Israel has long made clear it claims a right to act preemptively against enemy capabilities. Alluding to this, air force chief Major-General Amir Eshel on Tuesday said his corps was involved in a covert and far-flung "campaign between wars".

"This campaign is 24/7, 365 days a year," Eshel told an international conference. "We are taking action to reduce the immediate threats, to create better conditions in which we will be able to win the wars, when they happen."

He did not elaborate on any operations, but did single out the threat Israel saw from Syria's arsenal, calling it "huge, part of it state-of-the-art, part of it unconventional".

Israel fought an inconclusive war in Lebanon with Iranian-backed Hezbollah in 2006. Its aircraft then faced little threat, though its navy was taken aback when a cruise missile hit a ship off the Lebanese coast. Israeli tanks suffered losses to rockets and commanders are concerned Hezbollah may get better weaponry.

Israeli jets regularly enter Lebanese airspace, but its forces have been more discreet about Syrian incursions.

Israel's bombing of a suspected Syrian nuclear reactor in 2007, though revealed by then U.S. President George W. Bush and Vice President Dick Cheney, is still not formally acknowledged by the Israelis.

According to Bush, then Israeli Prime Minister Ehud Olmert sought to keep the matter quiet so as to reduce the risk of Assad feeling public pressure to retaliate. Syria and Israel are technically at war but have not exchanged fire in a significant way in decades.

A U.N. force sits on the line, north of the Israeli-occupied Golan Heights, where a ceasefire ended their last war in 1973.

Israeli media reported this week that the country's national security adviser, Yaakov Amidror, was sent to Russia and its military intelligence chief Major-General Aviv Kochavi to the United States for consultations.

Shashank Joshi of the Royal United Services Institute (RUSI) in London said that there are indications that Hezbollah is training near chemical weapons sites in Syria, with which the Shi'ite Lebanese militia has historically had a strong alliance.

"We also know that (Syria's) use of tactical ballistic missiles has been escalating - presumably as air power becomes harder to use in contested areas, and rebels seize larger targets like bases that are amenable to missile attack," he said.

Worries about Syria and Hezbollah have sent Israelis lining up for government-issued gas masks. According to the Israel post office, which is handling distribution of the kits, demand roughly trebled this week.

"It looks like every kind of discourse on this or that security matter contributes to public vigilance," its deputy director Haim Azaki told Israel's Army Radio. "We have really seen a very significant jump in demand."

What sank a Confederate submarine?

NORTH CHARLESTON, S.C. (AP) ? Scientists say a pole on the front of the Confederate submarine H.L. Hunley designed to plant explosives on enemy ships may hold a key clue to its sinking during the Civil War.

The experts are to release their findings Monday at a North Charleston lab where the hand-cranked sub is being preserved and studied. The Hunley was the first submarine in history to sink an enemy warship.

The pole, called a spar, was once placed at the front of the sub and used to plant a powder charge into the Union blockade ship Housatonic in 1864.The Housatonic sank, while the Hunley and its eight-man crew never returned.

The sub was found in waters off South Carolina in 1995 and raised five years later. It's been in the laboratory ever since.

There was a time that an individual?s route to access any temporary funds was through their personal bank manager for an unsecured loan or building society for a mortgage.

However, developments in technology and the growth of consumerism gave rise to the introduction of Credit Cards, which only added to the unseen ?debt bubble? in the developed world.

Nearly all the examples and historical accounts up to now have been based on the mainstream economy.? But, there are sections of the population that haven?t and still don?t have access to mainstream banking for their borrowing needs.

This sector was catered for from the early days by high street pawnbrokers and door step money lenders, who would charge very high interest rates for relatively small amounts of money for short terms of between 1 and 30 days.

The UK market for these short term payday loans has grown significantly in the past 10 years due to a number of factors.? Firstly, there has been the arrival of many high street cash advance companies that have really informed the relevant consumer about the availability of this type of lending.? Secondly, the internet has been a boon for this specialist lending service.? Finally, the credit crunch has resulted in a lot of people in the UK losing their good credit record and as a result their only route to borrowing some quick cash for an emergency or special occasion has been through payday lenders.

The Future of Payday Loans

Majority of Americans support dozens of policies to strengthen U.S. gun laws

Jan. 28, 2013 ? The majority of Americans support a broad array of policies to reduce gun violence, according to a new national public opinion survey conducted by researchers at the Johns Hopkins Bloomberg School of Public Health. These policies include: requiring universal background checks for all gun sales (supported by 89 percent); banning the sale of military-style semiautomatic assault weapons (69 percent); banning the sale of large-capacity ammunition magazines (68 percent); and prohibiting high-risk individuals from having guns, including those convicted of a serious crime as a juvenile (83 percent) and those convicted of violating a domestic-violence restraining order (81 percent). Americans also support a range of measures to strengthen oversight of gun dealers and various policies restricting gun access by persons with mental illness.

The national survey, which over-sampled gun owners and non-gun owners living in homes with guns to allow for more precise estimates of opinions among these groups, was fielded in January, 2013, several weeks following the mass school shooting in Newtown, Connecticut. The majority of Americans support all but 4 of the 31 gun policies asked about in the survey. For many policies, there was little difference in support between gun owners and non-gun-owners.

"This research indicates high support among Americans, including gun owners in many cases, for a wide range of policies aimed at reducing gun violence," said lead study author Colleen Barry, PhD, MPP, an associate professor at the Johns Hopkins Bloomberg School of Public Health. "These data indicate broad consensus among the American public in support of a comprehensive approach to reducing the staggering toll of gun violence in the United States."

At the same time, the researchers fielded a second national survey to assess Americans' attitudes about mental illness. This survey reveals ambivalent attitudes among the American public about mental illness. Sixty-one percent of respondents favor greater spending on mental health screening and treatment as a strategy for reducing gun violence, and 58 percent said discrimination against people with mental illness is a serious problem. Yet, almost half of respondents thought people with serious mental illness are more dangerous than others, and two-thirds expressed unwillingness to have a person with a serious mental illness as a neighbor.

"In light of our findings about Americans' attitudes toward persons with mental illness, it is worth thinking carefully about how to implement effective gun-violence-prevention measures without exacerbating stigma or discouraging people from seeking treatment," added Barry.

The results of both surveys are summarized in "After Newtown -- Public Opinion on Gun Policy and Mental Illness," published online on January 28th in The New England Journal of Medicine.

Gun violence claims 31,000 U.S. lives each year in the U.S., and the rate of firearms homicides in America is 20 times higher than it is in other economically advanced nations.

Johns Hopkins researchers conducted this study using the survey research firm GfK Knowledge Networks. There were 2,703 respondents in the gun policy survey and 1,530 respondents in the mental illness survey.

"Not only are gun owners and non-gun-owners very much aligned in their support for proposals to strengthen U.S. gun laws," said co-author Daniel Webster, ScD, MPH, director of the Johns Hopkins Center for Gun Policy and Research, "but the majority of NRA members are also in favor of many of these policies."

The survey found that 74 percent of NRA members support requiring universal background checks for all gun sales; 64 percent of NRA members support prohibiting people who have been convicted of two or more crimes involving alcohol or drugs within a 3-year period from having a gun, and 70 percent of NRA members want a mandatory minimum sentence of 2 years in prison for a person convicted of knowingly selling a gun to someone who is not legally allowed to own one.

"These data indicate that the majority of Americans are in favor of policy changes that would ultimately increase safety," said Jon Vernick, JD, MPH, co-director of the Johns Hopkins Center for Gun Policy and Research and a co-author of the study. "This consensus should propel forward comprehensive legislation aimed at saving lives."

Kyo's alarm went off and he woke up growling. He stared at the white wall and got up. Getting dressed he slowly walked to the bathroom. Washing his face and then looking the mirror and sighing. He felt sore today and just wanted to sleep more. But he had to get up this was important and work related. He finished in the bathroom and got his keys. Walking to the door he slipped his boots on and sighed again.The opening the door and heading down the stairs. He then felt his mouth was dry and unpleasent.Kyo stood there at the vending machine waiting for his drink. He pulled it out when it was dropped in the slot. He grabbed it and then walked off.

The sun was still rising and the tips of the skyscrapers where glowing orange. Kyo looked at his watch and then stopped at the corner of the sidewalk. He then looked up and then crossed the street. It was a bit of a headache to those knew to Tokyo. The busy streets and loud sounds coming from just about everywhere.Kids yelling crying music playing and people yelling and laughing. He made his way around people and past shops heading to Die's place. Today was the day they would be coming up with new songs. It been a while and the band has been on a long break. But fans where getting worried about there absent. So the staff and the members have been starting to get back to work. Kyo got to a back ally and walked down it heading to a gate. He rang the door bell and the gate unlocked. He then headed down the path and then up metal stairs leading to Die's apartment.

Die opened his door and smiled and let Kyo in." want anything ?" He asked and smiled heading to the Kitchen. Kyo shook his head and then sat on the couch. The others would be here soon so Die left the door open a bit. Getting himself a red bull and joining Kyo. It was quiet as they sat there not saying a word. It was early and they both seemed sleepy still. Die then spoke" so how you been? its been a while you haven't been answering my texts or calls". Kyo looked at him" yah sorry...been busy and not feeling like talking much those messages keep coming...its pissing me off". Kyo said almost loosing his temper but calmed down. " ya just ignore them....little punks are just writing them to get us upset...there nothing Kyo...let them go". He smiled and looked at his phone and then to the door

Push for futuristic guns builds on embattled past

NEW YORK (AP) -- It sounds, at first, like a bold, next-generation solution: personalizing guns with technology that keeps them from firing if they ever get into the wrong hands.

But when the White House called for pushing ahead with such new technology as part of President Obama's plan to cut gun violence, the administration did not mention the concept's embattled past. As with so much else in the nation's long-running divisions over gun rights and regulation, what sounds like a futuristic vision is, in fact, an idea that has been kicked around for years, sidelined by intense suspicion, doubts about feasibility and pressure tactics.

Now proponents of so-called personalized or smart guns are hoping the nation's renewed attention on firearms following the Newtown school massacre will kick start research and sale of safer weapons. But despite the Obama administration's promise to "encourage the development of innovative gun safety technology," advocates have good reason to be wary.

In the fiery debate over guns, personalized weapons have long occupied particularly shaky ground ? an idea criticized both by gun-rights groups and some gun control advocates.

To the gun groups, the idea of using technology to control who can fire a gun smacks of a limitation on personal rights, particularly if it might be mandated by government. At the same time, some gun control advocates worry that such technology, by making guns appear falsely safe, would encourage Americans to stock up on even more weapons then they already have in their homes.

Without the politics, the notion of using radio frequency technology, biometric sensors or other gadgetry in a gun capable of recognizing its owner sounds like something straight out of James Bond. In fact, it is. In the latest Bond flick, "Skyfall," Agent 007's quartermaster passes him a 9 mm pistol coded to his palm print.

"Only you can fire it," the contact tells the agent. "Less of a random killing machine. More of a personal statement."

In real life, though, there's no getting around the politics, and the debate over personalized guns long ago strayed well beyond questions of whether the technology will work.

Those were the first questions asked in 1994 when the research arm of the Justice Department began studying prospects of making a police gun that a criminal would not be able to fire if he wrestled it away during a struggle. Scientists at Sandia National Laboratories examined available technology in 1996 and found it promising, but wanting.

By then the notion of a safe gun had long captivated Stephen Teret, a former attorney and public health expert at Johns Hopkins University in Baltimore who had gone after automakers for not including air bags in their cars. In 1983, he got a call that the 22-month-old son of a couple he knew had been killed by a 4-year-old who found a loaded gun in a nightstand drawer.

"Very definitely, that was the genesis," said Teret, who went on to found Hopkins' Center for Gun Policy and Research. "Because when one thinks of something as a public health person the first thing is you're sick with grief and the second thing that comes to mind is why in the world would there be a handgun operable by a 4-year-old?"

Teret began trying to get lawmakers and gun makers interested in the concept of personalized weapons. He convinced U.S. Rep. Pat Schroeder, D-Colorado, to earmark funding for the Justice study. And in the mid-1990s he voiced support for a project at Colt's Manufacturing Co., the legendary but beleaguered gun maker that saw an opportunity to sell safe guns to police officers and parents of young children.

Colt's developed a gun equipped with a microchip that would prevent it from firing unless the user was wearing an enabling device located in a special wristband. But gun rights activists were skeptical, partly because the government was funding research of the concept and because gun control advocates like Teret embraced it. At about the same time, New Jersey lawmakers began discussing a measure requiring all new handguns sold in the state to be personalized, three years after the technology came to market. The measure passed in 2002.

Owners' skepticism was heightened in 1997 when Colt's CEO Ronald Stewart wrote an editorial in American Firearms Industry magazine calling on fellow manufacturers to parry gun control efforts by backing a federal gun registry and developing personalized weapons.

"While technology such as this should not be mandated it should be an option for the consumer," Stewart wrote. "If we can send a motorized computer to Mars, then certain we can advance our technology to be more childproof."

Stewart did not respond to a message seeking comment left at a Connecticut company where he now serves on the board of directors.

Soon after, the Coalition of New Jersey Sportsmen ? a state affiliate of the National Rifle Association ? began calling for a boycott of Colt's. It warned that personalized technology might make it difficult for gun owners to defend themselves and called the company's conduct "detrimental to American-style freedoms and liberties."

Stewart was replaced as CEO of Colt's in 1998 and the company eventually abandoned development of a personalized gun.

In 1999, New Jersey's lawmakers approved a grant to researchers at New Jersey Institute of Technology to study personalized gun technology. Those efforts focused on adding transducers to a gun's handle to detect the grasp of an authorized user. Meanwhile, the Justice Department offered a challenge grant to gun makers and although two responded, they made limited headway by the time $7 million in funding ran out.

Work on personalized weapons suffered another setback after gun rights' groups boycotted Smith & Wesson over a 2000 agreement it signed with the Clinton administration in which the manufacturer made numerous promises, including one to develop smart guns.

Meanwhile, the New Jersey school, funded by Congressional earmarks, tried repeatedly to find a commercial partner for its work. But even as NJIT bolstered the reliability of its prototype, which now has a recognition rate of about 97 percent, it found it a hard sell. Talks with a Florida gun maker at first seemed productive until industry activists pressured the company to back away, said Donald Sebastian, NJIT's senior vice president for research and development .

"Their claim that these are just blue state liberals looking to take your guns away, it just inflames people to not think a little more rationally," Sebastian said.

"Yes it's a frustrating experience, but we have to be adults," he said. "I think it's been a long lesson to learn that this intermingling of the concepts of gun safety and gun control are ultimately poison."

Mike Bazinet, a spokesman for the National Shooting Sports Foundation, which represents gun manufacturers, said questions remain about whether the technology has been improved enough to assure police officers and civilians a personalized weapon would fire when they need protection. But there are also concerns "about individual consumers' ability to choose the firearm that they think is best for them," Bazinet said.

But gun makers and owners have not been the only critics. Activists from the Violence Policy Center, an outspoken gun control group, also spoke against personalized weapons.

"If a smart gun did exist what would its effect be, taking into consideration the nature of gun violence in this country?" said Josh Sugarmann, the group's executive director. "Would you place families at risk or people at risk by giving this impression that this is a safe gun? You know, people who wouldn't normally buy a gun, would they buy one now?"

NJIT's Sebastian, who joined a group of personalized gun advocates who met recently with Attorney General Eric Holder to push for their development, said his school has seen some renewed interest and is talking with officials at Picatinny Arsenal, which develops weapons for the U.S. military.

Meanwhile, two European companies working on personalized gun technology have their eyes on the U.S. market. One of those firms, TriggerSmart Ltd. of Limerick, Ireland, has developed a system using Radio Frequency Identification that would be built into the handle of a gun and triggered by a device the size of a grain of rice inside a user's ring or bracelet. Co-founder Robert McNamara said he is seeking to license the technology to a U.S. manufacturer, but is looking at the possibility of producing kits for retrofitting existing guns.

Another venture, Armatix GmbH of Unterfoehring, Germany, says it has developed a personalized gun, with settings based on radio frequency technology and biometrics, that was approved by the Bureau of Alcohol, Tobacco and Firearms in late 2011. Armatix said it hopes to begin selling the gun as well as accompanying safety and locking systems in the U.S. this year, but would not provide details.

Teret, who long ago launched the campaign for personalized guns, acknowledged much has to happen before they become a reality. But the White House has promised to issue a report on the technology and award prizes to companies that come up with innovative and cost-effective personalized guns, and its interest has rejuvenated hopes that the gun of the future may actually have one.

"For 30 years, at best we've been inching forward at a glacial pace," he said. "And now this puts it up to warp speed."

Male dancers signal their strength to men and women

Jan. 28, 2013 ? Heterosexual men pick up clues about other men's physical qualities from their dance moves just as heterosexual women do, say researchers at Northumbria University.

A study, led by psychologist Dr Nick Neave and researcher Kristofor McCarty, used 3D motion-capture technology and biomechanical analyses to examine the extent to which male dancing provides clues about the dancer's physical strength and fitness to both male and female observers.

The findings, published in the American Journal of Human Biology, suggest that male observers pick up on the strength of their potential rivals for female mates.

Researchers at Northumbria's School of Life Sciences filmed 30 males, aged 19-37, as they danced to a basic drum rhythm. Participants also completed a fitness test and assessments of upper and lower body strength. The dance clips were converted into virtual humanoid characters (avatars) and rated by women and men on perceived dance and physical qualities. The ratings were then correlated with various biomechanical indices.

The results showed that both sexes found significant positive associations between an individual's hand grip strength and their perceived dance quality, these qualities were picked up by the size and vigour of the movements of the upper body and arms.

Although it is traditionally thought that signals given off by men when they dance have been designed -- like animal mating displays -- to be interpreted as clues of their physical attributes to the opposite sex, it seems that heterosexual men are also making use of these signals, presumably to detect a potential love rival.

Dr Nick Neave believes that this increased sensitivity to male qualities by other heterosexual men may be due to intrasexual rivalry -- men sizing up the strength and virility of their competition.

He said: "Rated dance quality was positively associated with actual grip strength and these clues of upper-body strength were most accurately picked up by male observers. This ability to discern upper-body strength is principally because men are looking for cues of 'formidability' in other males.

"Upper-body strength is highly related to fighting ability as it reflects the ability to do damage, especially in intra-sexual conflicts. The ability to gauge strength before potential conflicts is sensible, especially to other males."

Also part of the research team were Northumbria University academics Dr Nick Caplan and Johannes H?nekopp, with Bernard Fink, from the Institute of Zoology and Anthropology, University of G?ttingen, Germany.

The study, "Male body movements as possible cues to physical strength: a biomechanical analysis", is published online in this month's American Journal of Human Biology

(AP) ? As Illinois becomes the fourth and most populous state to give illegal immigrants permission to drive, nagging concerns remain about whether there are enough safeguards to avoid the identity fraud and other pitfalls other states faced.

Democratic Gov. Pat Quinn signed Illinois' measure into law Sunday in Chicago. Backers, including Quinn, Chicago Mayor Rahm Emanuel and some of the state's top Republicans, tout it as a public-safety measure. They argue that required facial recognition technology is reliable enough to prevent fraud.

They hailed it as an important step for immigrant rights in Illinois, which approved its own Dream Act in 2010 to create a privately-funded scholarship program for immigrant students. President Barack Obama plans to discuss his plan to overhaul the immigration system during a trip to Las Vegas on Tuesday.

"This was a bipartisan effort to pass an important law," Quinn said. "When the president speaks on Tuesday, he can say about his home state of Illinois ... we not only passed the Dream Act last year, we passed driver's licenses for those who are undocumented ."

However, the law's opponents have pointed to hundreds of fraudulent cases in New Mexico, Washington and Utah after those states began giving illegal immigrants permission to drive. Illinois will not require applicants to be fingerprinted, for fear that would discourage immigrants from applying.

"How many people would apply for this document knowing that fingerprints will be going to (federal authorities)? Probably not all that many," said Fred Tsao, policy director of the Illinois Coalition for Immigrant and Refugee Rights, a driving-force behind the measure.

Proponents say it will allow an estimated 250,000 people unlawfully residing in the state to apply for a three-year temporary driver's license and require them to get training and insurance. The Illinois secretary of state's office said the licenses will be available starting in October.

Those ready for the change include 45-year-old Victoria Chavez.

"I need to get my driver's license because I have two kids," the Chicago woman said. "They need my support. This is a victory for all of us in the immigrant community."

The licenses will be like those already issued to certain foreign-born, legal visitors. Applicants will be photographed, and their photo will be entered into the state's facial recognition database ? like the rest of Illinois' licensed drivers? to verify their identity.

But other states' driving programs for illegal immigrants have been abused. New Mexico and Washington both issue licenses, while Utah issues a permit.

An Associated Press investigation last year found a striking pattern in New Mexico, suggesting immigrants tried to game the system to obtain a license. In one instance, 48 foreign-born individuals claimed to live at a smoke shop in Albuquerque to fulfill a residency condition.

Authorities also busted a fraud ring last year that forged documents for illegal immigrants to use after driving from as far as Illinois and North Carolina to obtain a New Mexico license. Republican Gov. Susana Martinez has vowed for years to repeal the decade-old measure, but the Legislature has rejected such efforts.

Washington's requirements attracted national attention when Jose Antonio Vargas, a Pulitzer Prize-winning journalist, revealed his illegal immigration status in an essay for the New York Times Magazine in 2011. Vargas chronicled how he obtained his Washington license. State authorities conducted an investigation that revealed Vargas did not reside at the address he stated in his application and canceled his license.

Utah's permit is not valid for identification. Illinois' law follows suit.

Utah's Republican-controlled Legislature amended the state's law in 2011 to require illegal immigrants to be fingerprinted, and mandates that the state notify U.S. Immigration and Customs Enforcement if an applicant's fingerprint check yields a felony on record. If the applicant has a misdemeanor warrant outstanding, the state must notify the agency that is seeking the person's arrest.

That kind of information-sharing between state and immigration authorities worries Illinois' immigrant-rights advocates, such as Tsao, who pushed for the legislation without a fingerprinting requirement. They say fingerprinting could deter potential licensees from applying for fear of being identified and deported.

Local law enforcement officials argue in favor of fingerprinting.

"We could see if they have committed a crime; it could be a crime in another state or it could be a crime in their home country," said John Kennedy, executive director of the Illinois Association of Chiefs of Police.

The Illinois secretary of state's office says its facial recognition database is highly sophisticated and accurate. The program uses an algorithm to match more than a dozen facial features that are not easy to alter, such as eye sockets and sides of the mouth.

"The integrity of our driver's license system is a priority," said Henry Haupt, a spokesman for the office.

The bill's sponsor, Rep. Edward Acevedo, a Chicago Democrat, said state roads will be safer because illegal immigrants will receive training and be tested before obtaining a license. They also will be required to purchase insurance, Acevedo said.

Tsao's organization estimates uninsured illegal immigrant drivers cause $64 million in damage claims each year, an expense currently covered by increased premiums.

Chavez starting more cancer treatment in Cuba

SANTIAGO, Chile (AP) ? Venezuelan President Hugo Chavez has begun additional medical treatment in Cuba after struggling with complications following cancer surgery more than six weeks ago, a government spokesman said Saturday.

Venezuelan Information Minister Ernesto Villegas said that it remains unclear how soon Chavez could return home, and did not specify the kind of treatment he is receiving.

"Vice President (Nicolas) Maduro estimates that the time it could take President Chavez to return is within weeks. But we haven't wanted to fix an exact timeframe for the president's recuperation," Villegas told reporters on the sidelines of summit meeting in Chile.

He read a statement that went beyond past government reports in providing additional information about Chavez's Dec. 11 surgery, but didn't describe the newest treatment. While refusing to release many details about the president's cancer, authorities in the past have reported on specific treatments, including radiation and chemotherapy.

"Forty-five days after carrying out a complex surgical intervention for the removal of a malignant lesion in the pelvis, with severe, acute complications, the patient's general evolution is favorable," Villegas said, reading the statement.

"At this time, the serious respiratory infection has been overcome, although a certain degree of respiratory deficiency persists and is being duly treated," Villegas said.

After that improvement, Villegas said, "systemic medical treatment for the fundamental illness began to be applied as a complement to the surgery."

Chavez hasn't appeared or spoken publicly since before the operation.

Maduro said early Saturday after meeting with Chavez in Cuba that the ailing president is now "in the best moment we've seen him in these days of struggle" following the surgery.

Maduro spoke on state television after returning from Havana to Venezuela, and before he traveled to Chile for the summit.

"We're taking a message prepared by the president, and we're going to turn it over to heads of state who attend the CELAC summit. He makes fundamental proposals," Maduro said, adding that the message was in Chavez's handwriting.

Maduro said Chavez also sent a message for Venezuelans, including that he was "very optimistic" about his treatment. Maduro said Chavez is "hanging on to Christ and to life."

Chavez has undergone repeated surgeries, chemotherapy and radiation treatment for an unspecified type of pelvic cancer. He has undergone much of his treatment in Cuba.

The 58-year-old president won re-election in October, and lawmakers indefinitely put off his inauguration earlier this month in a decision that was condemned by opponents but upheld by the Supreme Court.

The vice president said that Chavez "has reviewed and evaluated reports on different areas and has made decisions."

He said Chavez evaluated the country's economic situation and budget and made decisions about gold reserves, funding for public housing projects and "social investments and economic development." Maduro didn't give more details but said the actions approved by the president were intended to "guarantee the country's economic growth, infrastructure, housing."

Maduro said that one of the documents signed by Chavez dealt with the selection of his socialist party's candidates for mayoral elections later this year. The vice president showed the signature in red ink on one of the documents.

HTC looks poised to launch a companion handset device in the Chinese market to go along with the new HTC Butterfly (aka Droid DNA.) The Mini, which looks similar to many candybar phones of yesteryear, will pair with Bluetooth via NFC to your smartphone and let you make and receive calls, view call logs and calendar information on its monochrome screen. HTC apparently envisions the Mini being used for more than just calls though, acting as a remote for when the Butterfly is plugged into a TV and helping users find their Butterfly when it is lost.

At first glance we're not so sure how adding a second handset device makes anything easier on the consumer, because at some point you just start running out of pocket space, but you could easily see this as an accessory for around the house rather than when you're out and about. Come home, plop your phone on the wireless charger at the door, and just have the Mini with you to make/receive calls. It could easily be used as a home phone replacement. Let's also remember that different markets demand different features from phones, and this really could be appealing to Chinese users.

Because this looks to be a China-specific accessory, we wouldn't be surprised if it never made its way to other countries. It's interesting to see HTC experimenting with different accessories though, and we don't know what development of the Mini may lead to in the future for other markets around the world.

Defense cutbacks crimp Lockheed, Raytheon results

WASHINGTON (Reuters) - Lockheed Martin Corp and Raytheon Co warned on Thursday that U.S. defense budget cuts would eat into their sales this year, but they forecast very different effects on their bottom lines.

Lockheed, the Pentagon's biggest supplier, said it could cut enough costs that earnings would not only grow but also would exceed expectations. Raytheon, on the other hand, said its profit would shrink as the arms maker gets squeezed by the end of high-margin programs and the start of new, low-margin ones.

Their divergent fortunes illustrate the tough year ahead for defense contractors, which are uncertain about just how deeply the U.S. government plans to cut military spending to help rein in the soaring deficit.

Lockheed makes fighter jets, among other armaments, while Raytheon makes the Patriot missiles and other defense equipment.

Lockheed's forecast assumes Congress will avert $500 billion in additional Pentagon spending reductions known as "sequestration" that are due to take effect over the next decade, starting in March.

But Lockheed still expects sales to contract as much as 6 percent this year, an even steeper slide than the decline of as much as 3 percent that Raytheon forecast.

As spending challenges mount at home, Lockheed is pushing for growth in its international markets, and expects this to make up at least 20 percent of revenue in the "next few years."

"Certainly there's continued strong demand for air and missile defense in the Middle East and Asia-Pacific...," Chief Executive Marillyn Hewson said on a conference call with analysts.

Hewson said international orders and revenue in 2013 are expected to be in line with 2012 performance.

"Maybe a little bit higher in orders."

The business contributed about 17 percent to both orders and revenue in 2012.

Shares of Lockheed closed down 3 percent at $93.25 on the New York Stock Exchange. Raytheon shares also fell 3 percent to close at $56.54.

BEAT EXPECTATIONS

Lockheed said earnings per share dropped 19 percent to $1.73 in the fourth quarter from $2.14 a year earlier, reflecting a large non-cash pension adjustment, higher income tax expenses and a charge for job cuts in its aeronautics division.

Excluding those one-time items, the company earned $1.91 per share, beating the consensus view of analysts polled by Thomson Reuters I/B/E/S by 9 cents.

The company said it expected earnings per share to rise to between $8.80 and $9.10 in 2013, well above even the highest of the 22 analysts' estimates that make up this year's forecast.

Chief Executive Officer Marillyn Hewson, who took over on January 1, told reporters that Lockheed remained focused on cutting costs and ensuring performance on key contracts.

Barclays analyst Carter Copeland, in a note to clients, said the size of Lockheed's backlog was "an encouraging sign given investor concerns around potential incremental cuts to the defense budget (including sequestration)."

Excluding one-time items such as early debt retirement and accounting adjustments, Raytheon earned $1.47 per share, beating the analysts' estimate of $1.31.

For this year, Raytheon forecast earnings of $5.65 to $5.80 a share before special items, down as much as 9 percent from 2012. Analysts had been expecting earnings to fall a more modest 2 percent or so this year.

"We see room for improvement over the course of the year (typical for (Raytheon)), but at first blush the guide is unimpressive," Citi analyst Jason Gursky said in a client note.

Raytheon Chief Financial Officer David Wajsgras told Reuters the company was "very confident" about its ability to generate strong earnings and cash flow over the next three years, despite its forecast for a lower profit in 2013.

Wajsgras said some new developmental programs in the classified arena were just kicking in, generating lower margins initially. At the same time, some higher-margin business, including a large international missile contract, will be ramping down this year.

The women of Ravi Das Camp gathered to listen to Mr. Sharma's mother defending her son to a reporter but were soon arguing over whom to blame for sexual violence.

"Have you seen how women in Delhi wear short skirts and sit so tight with their boyfriends on motorcycles as though they are going to devour them?" asks one woman, adding, "Men will be men; women should know how not to attract attention."

A high school girl in jeans disagrees. "Why should boys have all the freedom?" she asks. A middle-aged woman, dressed in a sari, supports her. "Nobody rapes a man who comes home at 2 a.m.," she says.

"That is how it is," someone else replies. "Even if a woman becomes a top bureaucrat in our society she is still seen as a woman."

The Delhi gang rape, and the consequent flood of reports on rampant sexual harassment and violence in India, has brought global attention to an issue that has been largely overshadowed by the country's "growth story": Despite prominent female leaders and important strides in education, many Indian women continue to face discrimination and violence daily, especially if they are from marginal communities.

Crimes against women are high, illegal child marriage and payment of dowries persist, and some gender gaps are widening.

The World Economic Forum ranked India 105 on the Gender Gap Index in 2012, up from the year before, but below its 2006 ranking, and far below countries like Ghana and Bangladesh. It scored highest on political empowerment and lowest in women's health and survival.

There is "great resilience in the basic features of gender inequality in India," says well-known development economist Jean Dreze, "in contrast with many other countries ? including Bangladesh ? where there are significant signs of social change."

The challenges faced by Indian women reflect broader contradictions: Two decades of economic growth and globalization have brought improved opportunities but also greater inequality. That paradox was captured in a July survey that ranked India as the worst place to be a woman among the Group of 20 countries that make up the world's biggest economies, based on parameters like health services, threat of violence, and property rights.

Slight gains, stronger inequalities

Ravi Das Camp, where four of the men accused of the gang rape lived, is not unlike the victim's neighborhood in the opposite corner of New Delhi.

Both are full of poor families reaching for a better life, including through the education of their daughters. Sharma worked in a gym and waited tables to help his father, a balloon seller, put his two younger sisters through school.
